Key resources for understanding the Devil's Lake controversy

US Army Corp of Engineers, St. Paul
The USACE has been involved in feasibility studies and enivornmental impact studies in and around Devil's Lake since 1993 (if not earlier). On February 26, 2003, they tenatively endorsed an outlet plan that would move water from Pelican Lake to the Sheyenne River, but the Corps will not fully endorse this plan until final Environmental Impact Statements have been examined and public hearings have been held.

North Dakota State Water Commission.
The NDSWC issued a "Devils Lake Basin Water Management Plan" in 2002 (follow link above), which proposes a "three-pronged approach" to the problem of controlling the water level in Devils Lake. The most controversial component of this involves the work that has already begun on a temporary outlet frequently called the "Peterson Coulee Outlet." Critics of the State plan wonder how the state can ignore the concerns of people along the Sheyenne, Minnesotans along the Red River, and Canadians along the Red and Lake Winnipeg.

Save the Sheyenne is a grassroots organization that has been critical of state plans to go ahead with an outlet even though federal environmental impact statements have not been completed. Be sure to read the current information section of the web site, view their new slide show, and make use of other relevant information on this site.

The all important Canadian position is summarized at the Canadian Embassy web site. Manitoba's government has a more extensive set of documents and links concerning not only Devils Lake, but the Garrison Diversion project. These pages contain links to other allies in this debate with North Dakota: Minnesota's position and the Spirit Lake Tribe's position, for example.

This might be the best sources for getting public opinion, although the database only goes back as far as 1999.

This sight is a non-partisan, international website concerned with all aspect of the Red River Valley. You might find relevant resources here that help you understand the really big picture.
