Human Development and Education - Counselor Education Track
Description and Career Opportunities:
The need for a program in Counselor Education in the nation is high. At a time when there are many professional opportunities for persons with these qualifications and many persons from the tri-state area interested in getting these qualifications, the institutions of higher learning in the geographical region are not offering such educational preparation. NDSU, the College of Human Development and Education, and the School of Education have a window of opportunity to develop a program offering the Ph.D. in Human Development and Education with a Track in Counselor Education.
- Faculty positions The program focus is on training students for university positions. Candidates who have school or community counseling experience and have earned a Ph.D. in Human Development and Education - Counselor Education have traditionally been highly recruited for faculty positions in Counselor Education Programs throughout the United States. The supply of qualified candidates has been and is expected to continue to be far short of the demand.
Hollis and Wantz (1993) reported that 40 to 60 CACREP doctoral program graduates assumed faculty positions that year, but that a number of positions in Counselor Education remained vacant. The majority of graduates are currently taking positions in clinical settings. There does not appear to be any immediate future reduction in the need for Counselor Education graduates. According to an issue of the journal of Counselor Education and Supervision (1999), projected demands for graduates from CACREP accredited programs has reached new highs due to demographics and prospective retirement of present populations of counselors and counselor educators.

An additional 3-credit statistics class is required as approved by the student's committee bringing the credits to 68. Also, an advanced human development class is required if that requirement was not already met in the candidate's Master's Degree; if the requirement was met, an elective 3-credit graduate course must be substituted. The total number of credits for the program is 71.
It is also recommended that other graduate classes be considered as electives in addition to those above, or as substitutes with approval of the student's committee.

ADMISSION REQUIREMENTS for doctoral degree candidates entering the
Human Development and Education Counselor Education Ph.D. Track
To be considered for acceptance, the applicant will be evaluated individually based upon but not limited to the following:
- Possess a Master's degree in counseling or a related field. Graduates of CACREP accredited programs receive preference. OR
- Possess a Bachelor's degree. Candidates in this category are expected to meet all CACREP requirements for a master's degree within the Doctoral degree program.
- Demonstrate an interest in counseling, teaching, research, and professional service.
- Express counselor education and supervision career goals.
- Be available for an in-depth interview with the Counselor Education faculty at a date and time specified by the faculty.
- Must be willing to meet the two-year cohort residency requirements and attend the program full time for those two years.
- Take the Graduate Record Examination (GRE) and submit the scores that will be used as part of the individual's consideration for admission.
- Where appropriate, complete all international student requirements.
- Be willing to discuss personal history within the interview process.
- Be willing to sign a disclosure statement regarding activities, which may be deemed inappropriate by professional and/or ethical standards.
Doctoral candidates are selected in May for the program beginning the following fall term. Complete application packets must be submitted no later than March lst of the year the person is applying for admission. Please refer to NDSU Graduate Bulletin for information on making application.
DESCRIPTION OF ADMISSION REQUIREMENTS
- Academic Background
It is preferred that applicants will have completed a master's degree in that meets CACREP standards. Those areas not covered in the student's Master's program or through other advanced graduate education must be taken in addition to doctoral study. Students not having an earned Master's degree are expected to meet all CACREP requirements for a master's degree within the Doctoral degree program.
- Experience
Ideally, applicants will have sufficient post-master's experience as helping professionals to prepare them for the demands of Doctoral study. Preference will be given but not limited to National Certified Counselors (NCC's) and/or state Licensed Professional Counselors (LPC's). It is also expected that applicants will have participated in personal growth experiences and continue those processes throughout their degree program.
- Competence in helping skills
Applicants must demonstrate foundation level helping skills at the time of the interview.
- Counseling and Supervision Career Goals
The NDSU Doctoral program in Human Development and Education - Counselor Education limits its training to counselor education, counseling, and supervision. The stated career goals of applicants are reviewed to determine an appropriate match.
- Residency/Full Time Program
The program has a cohort residence requirement of at least two years of full-time study and additional study to complete the degree. This program cannot be completed on a part-time basis (see program outline). Course work will be scheduled in order to facilitate full-time study while the candidate maintains part-time employment. The Counselor Education faculty endorses the concept that education and relevant employment are complementary to achieving the program goals.
- International Student Requirements
In addition to the previously listed requirements, general graduate admission standards for international students require a transcript from the home country. English language proficiency includes a minimum score of 525 on the Test of English as a Foreign Language (TOEFL), or a computer based "TOEFL" score of 193. The Counselor Education faculty will evaluate candidates.
