CAMPUS SPACE AND FACILITIES COMMITTEE
Minutes of October 28, 1999

Committee members present: Will Bleier, Darryl Booker, Thomas Buckhoff, Gary Goreham, Lena Hanson, Randy Hittman, Dick Rayl, Craig Schnell, and Brad Strand.

Absent: Shauna Corry, Berlin Nelson, and Gordon Strommen

Will Bleier moved to accept the minutes of the March 17, 1999 meeting. Thomas Buckhoff seconded the motion. Motion carried.

Dick Rayl asked committee members to indicate their subcommittee preference, either space or planning, on the attendance sheet.

Charles Peterson, Dean of the College of Pharmacy, presented information on the Sudro Hall renovation project. The 1999 legislature authorized $1,750,000 for the project which will include a two-story classroom, small animal research facility and a concept pharmacy. No action required from the committee.

Katie Mallory, Angela Nelson, and Brian Peterson appeared before the committee with a request for a rugby field to be located on NDSU land. They provided a history of the rugby club, their playing schedule, number of games, and indicated they have exhausted all efforts to obtain playing space in the community. A request was made for a USARFU directive for rugby fields be distributed to the committee. Upon obtaining additional information, i.e., cost estimates, the space (later determined to be planning) subcommittee will review the request and make a recommendation.

A motion was made by Craig Schnell to place into the minutes the May 1999 e-mail vote of the full committee to approve the request to construct a temporary agriculture greenhouse adjacent to an existing temporary greenhouse. Brad Strand seconded the motion. Motion carried. The existing temporary greenhouse was approved by the planning subcommittee in June 1998 followed by ratification of the full committee in December 1998. Criteria would be similar in that both temporary greenhouses will be used for research up to five years to be followed by annual renewal if required for continued research.

Gary Narum and Angela Nelson provided an update on the Student Health and Wellness Center. The 1999 legislature authorized issuing bonds in the amount of $4.5 million for construction of the facility. It is anticipated that ground will be broken in the spring of 2000 with a completion date of approximately June 2001.

Don Hanson reported on the Animal Research Facility. The new facility will provide for a confinement space for large animals, i.e., cattle and swine. Funding for the project is $2.2 million in federal funding and $2.2 million in state appropriations. Plans also call for remodeling the existing small animal facility. The project will be bid in mid-March with construction to begin in April or May. The project is expected to be completed in approximately 12 months.

Dick Rayl reported on the progress for the NDSU Research and Technology Park. Forty acres will be required for the park with only 10 acres initially needed for construction. Northern States Power has provided assistance toward this project and Phoenix International has indicated an interest in a 50,000 square foot facility. Among the benefits for NDSU will be state of the art equipment available to faculty and students. The payment schedule will allow for the facility to be paid for in 10-12 years. The University will lease property to the Research and Technology Park for $1.00 per year. This Research and Technology Park is consistent with the President Chapman's goal to increase research activity on the campus.

Dick Rayl stated that in compliance with the North Dakota Century Code and State Board of Higher Education policy, the campus master plan will have to be updated according to specific guidelines established by the North Dakota University System office. Every six years each institution within the North Dakota University System is required to update and revise their campus master plan and present it to the SBHE. During the interim, updates are provided to the SBHE that include progress toward master plan goals and proposed changes to the master plan. The first NDSU comprehensive master plan was approved by the SBHE in 1994 with subsequent updates in 1996 and 1998. Unlike campus master plans submitted from the higher education institutions in 1994 which were not standardized, master plans submitted for 2000 are required to be consistent with the specific guidelines issued by the System office. A task force will work on the master plan per guidelines and the document will be presented to the committee prior to Board approval.
