                           UNIVERSITY SENATE MINUTES
                               January 11, 1999

The University Senate met at 3:30 p.m. in Room 338 of the Memorial Union 
with Dr. J. Gerst presiding and the following members present:  Baiocchi, 
Barnhart, Chang, T. Christensen, V. Clark, R. Collins, Corry, Danbom, 
Esslinger, Gessel, D. Hawley, Hellevang, Helweg, Jackman, S. Jacobson, 
K. R. Johnson, A. Kostecki, J. H. Lorenzen, Martens, McCaul, McCourt, 
D. Miller, J. A. Miller, S. Morgan, Nawrot, Novy, N. A. Olson, Padmanabhan, 
C. D. Peterson, Pieri, Rottman, R. C. Schnell, Srivastava, Varma, N. Waldhaus,

Previous Minutes

MOTION (Helweg/McCourt):  to approve the minutes of December 14, 1998, with 
the following correction under General Announcements to the Current Budget 
Projections list.  The amount for health insurance is $815,606.  MOTION 
PASSED.

General Announcements

1.  Legislative Committee Hearings

Vice President R. C. Schnell announced that preparations were underway to 
testify before the House Appropriations Committee and the Education 
Subcommittee.  Those scheduled to provide testimony are NDSU administrators 
Interim President Fischer, Vice President Rayl, Vice President Wallman, and 
Vice President Schnell.  NDSU students to testify are Jeremy Greene, Rhonda 
Schauer, and Michael Chambers.  Dr. Schnell's topics include salaries, funding
equity, new programs and program deletions, centers and mergers, and 
technology updates.

2.  Presidential Search

Selection of a new NDSU president is scheduled to be announced on January 
14, 1999, at 4:00 p.m.  On January 15 a reception to meet the new president 
will be held in the Alumni Lounge, Memorial Union, at 9:00 a.m.

3.  Associate Vice President for Research

Dr. Schnell announced that no offers have been made for Associate Vice 
President for Research.  The position will be reopened.

4.  1999 Faculty Lectureship Award

Dr. James Grier, Distinguished Professor of Zoology, was named the recipient 
of the 1999 Faculty Lectureship Award.  The lecture will be held on March 
18 in Century Theater, Memorial Union, at 8:00 p.m.

5.  Dr. Patricia A. Beatty Memorial Service

A memorial service for Dr. Patricia A. Beatty, Emeritus Professor of 
Psychology, will be held on January 14, 1999, in Beckwith Recital Hall, 
Reineke Fine Arts Center, at 4:00 p.m. followed by a reception.

ø   Academic Affairs

    a.  Curriculum Recommendations

    MOTION (Jackman/Barnhart):  to approve the curricular recommendations 
    as shown in Attachment 1 (attachment is available by calling the Office
    of the Registrar at 701-231-7988).  MOTION PASSED BY UNANIMOUS CONSENT.

    b.  Policy for Course Syllabi

    Dr. Terbizan, committee chair, distributed a handout and reviewed
    descriptions related to each of the minimum requirements to be included
    in course syllabi (shown in Attachment 2 - attachment is available by
    calling the Office of the Registrar at 701-231-7988).

    MOTION (McCourt/Jackman):  to approve the new course syllabi policy as
    shown in Attachment 1 (attachment is available by calling the Office of
    the Registrar at 701-231-7988).  MOTION PASSED BY UNANIMOUS CONSENT to
    include the following minimum information:
    ø Course prefix, number, and title
    ø Instructor and contact information
    ø Course description
    ø Course objectives
    ø Evaluation procedures and criteria
    ø Course schedule/outline/calendar of events
    ø Required student resources
    ø Americans with Disabilities Act students with special needs statement 
    ø Approved academic honesty statement (NDSU Policy Manual, Section 335)
    Syllabi presented on web pages shall contain the date of last update.

New Business

1.  Library Budget: Serials Cancellation Project

Dr. Richard Bovard, Interim Director of NDSU Libraries, reported that current 
budget projections show a need to begin another serials cancellation project 
during Spring 1999 Semester.  Cancellations identified will impact the fiscal 
year 2000 budget and go into effect January 2000.  Projections are based 
on an average annual 10% increase in journal subscription prices combined 
with a static budget.  The result is a need to release an estimated $200,000.

Information and recommendations from the 1996 Library Committee Report may 
be accessed from the Libraries web page.  A plan and calendar of action is 
also available from the web page.  A decision must be made by September 1999. 
Meetings will be held with the University Senate Library Committee and 
department chairs.  Faculty will be involved in the process of determining 
serials to be cut.

Extensive discussion included the following points:

Q.  Would more use of electronic journals reduce costs?
A.  Electronic journals are frequently more costly than paper ones and often
    are only available in conjunction with a paper copy.

Q.  Have we coordinated budget cuts with UND and the Tri-College?
A.  Lists are provided and shared; however, formal arrangements aren't made
    because of possible copyright problems with publishers.

Q.  Has more use of interlibrary loans been explored?
A.  The interlibrary loan budget has been $33,000 per year.  An imbalance
    of exchange often results in fees charged by lending libraries.

Q.  Have document delivery services been used?
A.  They haven't been used much.  People have used interlibrary loan instead.
    Also, interlibrary loan uses document delivery services when resources
    aren't available from nearby libraries.

Q.  Are we the only ones with this budgetary problem?
A.  No.  All universities are facing a similar situation of inflationary
    increases and are cutting subscriptions or cutting duplicate
    subscriptions, if they have them.

Q.  Are library associations dealing with this problem?
A.  Yes, but the scholars associations are the ones who need to address the
    problem of finding alternate means for publishing research.

Q.  Will disciplines with accrediting bodies that set standards or guidelines
    for library resources receive serial priority at the expense of other
    disciplines?
A.  We need to find ways to deal with the resources we have to ensure that
    this doesn't happen.

Dr. Bovard stated that inflationary increases will continue to be an ongoing
problem.  His recommendation:  Establish an endowment for keeping up with
inflation via Friends of the Library, or similar, programs.

2.  NDSU Policy, Section 128: Time Slip Payroll

Dr. Mark McCourt reported that the Policy committee recommended approval 
of a change in NDSU Policy, Section 128: Time Slip Payroll and Electronic 
Timekeeping/Temporary Staff.  The proposal is to change five job categories 
with various pay rates into two categories.  The two pay-rate categories 
would be (a) fewer than $10 per hour and (b) more than $10 per hour.  More 
information is available from the Payroll office.
