NDSU Computing and Information Technologies 

Planning and Goals Committee

ARTICLE I: PURPOSE

The purpose of the North Dakota State University (NDSU) Computing and Information Technologies Planning and Goals Committee (CITPG), shall be to:

  1. Formulate and maintain long range goals for academic computing and information technologies at NDSU.
  2. Assist the NDSU administration in developing plans and goals regarding facilities for computing and information technologies on campus.
  3. Provide input in formulating policies and procedures for the NDSU Information Technology Services.
  4. Receive, review, and address computing and information technology concerns at NDSU.

ARTICLE II: MEMBERSHIP

The voting membership shall consist of one member from each college (except the College of University Studies), and one member from each of the following: Agriculture Communication, the Staff Senate, Information Technology Services, the Library, the Department of Computer Science, and a student representative from the Association for Computing Machinery. One member of the Committee shall be appointed liaison to the University Senate. In addition, the Information Technology Services Director, and the Vice President for Academic Affairs (or designee) shall serve on the committee as ex-officio, non-voting members. Each member shall have an alternate to serve in his/her absence. Members are subject to reconfirmation by the unit that they represent.

Only the voting membership shall have voting privileges. When voting on recommendations, a quorum of at least one-half of the voting membership is required.

ARTICLE III: OFFICER

The officer shall consist of a chairperson. The chairperson shall be elected at the last meeting of Spring Semester of each year by the voting membership. Term of office for the chairperson will be one year, with the right of succession. A secretary shall be selected on a rotating basis by the chairperson.

ARTICLE IV: MEETINGS

The dates and meeting times of CITPG will be determined at the beginning of each semester by consensus of the committee. In addition, the chairperson may request additional meetings. All meetings shall be open to the public. The chairperson will issue, via electronic mail to the committee and other interested parties, meeting notices 48 hours prior to each meeting time.

Minutes of each meeting shall be recorded by the secretary and distributed in a timely manner. The minutes shall be distributed to the committee membership via electronic mail, posted onto campus public on-line services and a copy submitted to the Chair of the University Senate Executive Committee.

ARTICLE V: DUTIES

The responsibility of CITPG will include, but not be limited to, the following:

  1. Develop a 5 to 7 year plan for academic computing resources at NDSU. This plan is to be revised and updated annually.
  2. Recommend policies regarding the utilization of computing facilities by all academic users.
  3. Serve as liaison between the academic users and the Information Technology Services staff.
  4. Assist the Information Technology Services staff in reviewing requests for hardware, software, and services.
  5. Assist Information Technology Services and University Administration in seeking additional funding resources for academic computing.
  6. Develop recommendations regarding software and hardware standards.
  7. Submit a summary of the year's work to the University Senate and the Staff Senate.

ARTICLE VI: ADOPTION AND AMENDMENTS

Additions or amendments to these bylaws will require a 2/3 vote of the voting membership.

ARTICLE VII: SUBCOMMITTEES

The chairperson may form permanent or ad hoc committees to carry out any of the duties expressed or implied by these bylaws. The membership of these committees need not be limited to the voting membership of the CITPG. These committees will present their recommendations to the CITPG for approval.
